The Division of Logistics maintains the Department's fleet and facilities and oversees procurement of over 90% of purchases.
C. David Raborn, Division Chief of Logistics
Dave Raborn is originally from Philadelphia, Pennsylvania, and he began his career as a firefighter in 1978 with the Eddington Fire Company, Bensalem, Pa.. He retired in 2005 and moved to Florida where he attended the Florida State Fire College to earn his fire inspection certification. He became an inspector with Pasco County Fire Rescue in February 2006. From 2005-2009, he held the elected position of Spring Hill Fire Rescue Commissioner, serving as Board Chair for two of the years. He began working for the Cape Coral Fire Department in May 2009 as a Fire Inspector/Investigator, promoted to Fire Marshal in January of 2015, and promoted to Fire Division Chief in November of 2022.
Division Chief Raborn has an associate degree in Fire Science and a bachelor’s degree in Fire Administration from Columbia Southern University. He holds many certifications including Firefighter, Fire Inspector, Fire Investigator, Fire Instructor, EMT, and Fire Officer. Division Chief Raborn also earned the Fire Code Administrator certification in 2017. He is an NFPA Certified Fire Protection Specialist and is fire marshal credentialed through the Commission of Public Credentialing. He is the principal member of the NFPA 25 Technical Committee on Inspection, Testing, and Maintenance of Water-Based Systems. In 2019, Fire Marshal Raborn was selected as Fire Marshal of the Year by the Florida Fire Chief’s Association.
Division Chief Raborn is assigned to Logistics and supervises one Battalion Chief, one Administration Assistant, and five civilian support personnel who fill the logistical needs of 230+ personnel, 12 fire stations, and over 60 vehicles that provide service to 140 square miles and a population of 200,000.
